VIAVI TestCenter: 5.19 Conformance TestCenter application hags when reserving any port from an N11U chassis.

When I try to reserve ports from an N11U using CTS 5.19, the action fails every time, it It gets stuck at about 50% and then times out 5 minutes later with messages: Bringing ports online failed: CStcException Discovery for port //(Offline)/1/1 did not complete after 300 seconds.  Please reboot equipment and retry. MapPortCommand 4 got exception CCommandErrorException CStcException Discovery for port //(Offline)/1/1 did not complete after 300 seconds.  Please reboot equipment and retry. MapPortCommand 4 failed with error: CStcException Discovery for port //(Offline)/1/1 did not complete after 300 seconds.  Please reboot equipment and retry.. MapPortCommand.1069(MapPortCommand 4) state: Failed   NOTE: The issue was seen ONLY when connecting to a N11U, tried on a C1 and a N4U and the reservation succeed.
