Solution:
Generating Layer 3 traffic requires first obtaining a Layer 2 MAC address; therefore, ARP must be complete prior to starting traffic. Verify that the link is active and that the destination IP address is correct and reachable. Verify that the source IP address, subnet, and gateway information is correct. If testing from a tagged interface, verify that the VLAN id has been set correctly. If ARP remains incomplete, try changing the frame format between DIX and 802.3.
