These are basic values, but it would help, for example an MX3-QSFP28-4 allows up to 6000 vteps per port, if the VTEP has a Single segment, now for the same model you can scale up to 6500 Segments per port if this has a single VTEP. You just need to adjust on the numbers:
Based on this information you could deduce for example: If you need 4 segments across all Vteps on MX3-QSFP28-4 then you'll have 1500 VTEPs per port(6000 VTEPS/4 segments), 4 ports per Device, 6000 VTEPs per device, that means you'll need at least 6 MX3-QSFP28-4.
