VIAVI TestCenter: In 4.45 DHCP-PD doesn't respond to Advertise message from DHCP-PD server but it used to in 4.39

• DHCP-PD Advertise sent by the customer's DHCP-PD server is not responded to with a Request • DHCP-PD results shows "Advertise Rx Count" increment (so STC is seeing them) • DHCP-PD state goes to "Idle" and doesn't send any more "Solicit" messages even though max retry count hasn't been reached. • works in 4.39.2996 (GA) • does not work in 4.45.4656 (GA)
