VIAVI TestCenter: RoCEv2 Port load switch to 100% when receives PFC

In RoCEv2 configuration, we are using four ports and setting the port load to 85% on all four ports. When we enabled the shaper on the switch that sends the storm of PFC packets, and the VIAVI port reduced the Tx rate at a certain load, everything worked fine until then. The problem occurs when we disable the shaper on the switch (stop sending PFC and tell VIAVI to unpause the traffic). This means the VIAVI Tx port should jump to the original load, which is 85%, set by the user, but instead, the VIAVI port jumps to 100% load even though the port load is set to 85%. When we clear the global result view counters, the port returns to 85% load.
