VIAVI TestCenter: System Under Test not seeing response from TestCenter during neighbor discovery.

• Under steady state with 128K neighbors per port or 64k neighbors per port, we were seeing no traffic drops reported, but the neighbor count used to sometime go up and down on UUT side (by 2-3). • Notice a constant churn, with reason being Spirent not responding to UUT NS (retries of 3). Reducing the scale to 32k, things are better. • The oddity is it happens even with scale cut down by 1/2 to 64k, if only a few neighbor flap at 128k, would expect it to be good with 1/2 of scale.
