VIAVI TestCenter: What is Ignore Link Status?

Answer:

When Ignore Link Status is enabled (default is off), it will allow the port to continue transmitting traffic even if the link of its peer (i.e. DUT interface) goes down. This feature is available on most card types except EDM-2003B, CM-1G, MSA-10G, NG-40/100G.
