VIAVI TestCenter: when connecting a USB keyboard to the USB ports on the back on an N11U chassis, "cannot enumerate usb ports" is seen during power up of the chassis

• a new SPT-N11U chassis is being setup • in order to assign the IP addressing info, a monitor and USB keyboard is connected to the ports on the back of the chassis • the chassis is powered up • the following error message is output      cannot enumerate usb ports • the chassis would not complete the boot process • this was attempted 3 times
