VIAVI TestCenter: When would RFC-3918 not allow max rate to be configured to 100%?

Answer:

• This could happen if a user selected the wrong stream blocks. • RFC-3918 allows user to manually select the stream blocks that will be transmitted. • If configuration has stream blocks sending to clients that are not joining the group then this issue could occur. • User needs to select the correct stream blocks when using the manually select option.
