VIAVI TestCenter: Why is BGP flapping when enabling routes under 'Edit Routes'?
1. When BGP session is estabilshed with no routes advertised/active in the route block, the OPEN message contains as shown below.     2.  Then we enable the route block under 'Edit Routes' and hit Apply.  Now the BGP router has AFI: IPv4 under capabilities field.  This BGP router now needs to inform its BGP peer about its new capabilities.         To be able to send the OPEN message with the new capabilities, it has to start a new TCP session by closing the previous one.  The BGP router now sends the new OPEN message to its peer.     This is the same case when a other AFIs like IPv6 or VPN routes are added under the 'Edit Routes'.
