when the BGP routes are flapped through BGP “Edit Routes”, the label is not reset back to configured “Min Label”

In a test where 993K BGP VPN IPv4 routes are setup in VIAVI with “Min Label” to be 2001. Routes are pushed as expected and the first route has label 2001 programmed in the DUT and the last route has 995277 as its label. But, when the routes are flapped through BGP “Edit Routes”, routes are not sent starting with label 2001, but with 993278. When routes are flapped, the label is not reset back to “Min Label” of 2001, but continuing from previous last label. This is label rollover issue.
